Consultancy to Conduct Baseline Survey for the Planting for Progress (P4P) project: Practical Action

Purpose of the baseline survey
The baseline survey will be used to understand the current situation in the project areas with respect to the project’s key result areas. The findings of the baseline will assist in setting baseline values for key indicators such as yield and income from crop sales. Baseline data collection will be guided by the result areas and indicators outlined in the project Log Frame and/or Theory of Change (to be shared with the Consultant). The report produced by the Consultant will inform subsequent monitoring of project progress and reporting.

The survey will include a Gender Analysis to explore the gender dynamics in the target areas including disparities between men and women in allocation of tasks/responsibilities, ownership and control over key resources and assets and roles in making key household and community wide decisions. The Gender analysis should also highlight the prevailing gender constraints and gender mainstreaming opportunities in implementation areas and explore the social, cultural and religious practices that affect access to finance, markets and agricultural productivity. The survey should also critically assess the extent to which the intervention is likely to support or hinder women empowerment and gender transformation. The baseline survey will be useful in providing a deeper understanding of the social, economic, cultural and political environment in the target areas.
