Organizational Setting

The Food and Agriculture Organization of the United Nations is supporting the Government of Zimbabwe, through the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement (MLAFWRR), and in collaboration with Barefoot Education for Afrika Trust (BEAT) to Craft, validate and test out a fit for purpose land administration and governance system for Zimbabwe with special emphasis on communal and old resettlement areas.

Reporting Lines

The NPP will work under the overall management of the FAO Representative in Zimbabwe (FAOR), with guidance from the FAO Natural Resources Officer (Capacity and Institutional Development). He/she will work in close collaboration with the Project Lead Technical Officer, relevant FAO and Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement technical support staff, the National Project Coordinator and other project team members.

Technical Focus

The technical areas/profiles covered will be as follows: Capacity Development and policy dialogue facilitation; a Fit for Purpose land administration and governance system; land rights; land tenure system; land management; land information systems; land disputes management.

Tasks and responsibilities

For the inception phase in preparation of the implementation phase the Land Capacity development expert will:

  • Prepare and facilitate -at national level-a workshop to establish capacity needs (institutional, legal, and spatial) and any other capabilities, knowledge, skills, innovations (social, institutional, technological/IT) needed for successful piloting of a FFP LAS
  • Prepare a Capacity Development Strategy and Action plan based on the assessed capacities
  • Develop at national level -Land Administration Tools and Instruction Manuals
  • Conduct a National level Capacity development for Functional Fit for Purpose infrastructure and implementation tools (This will apply to Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement (MLAFWRR), Ministry of Finance and Economic Development, Ministry of Local Government and Public Works, Justice Legal and Parliamentary Affairs; Zimbabwe Land Commission (ZLC); Surveyor General (SG); Rural District Councils, traditional authorities; relevant parliamentary portfolio committees, farmers organizations, academic institutions, as well as some business sector players and NGOs and women's associations...)
  • Train and build capacity for both 'soft' skills (leading and managing change) and 'hard' (technical skills)
  • Ensure the capacity needs assessment process is inclusive and participatory in nature.

Minimum Requirements

  • Advanced university degree in degree in Social Science, Rural Development, Project management, Community Development, Public administration, Organizational and Institutional development or relevant field.
  • More than 8 years of professional working experience in their sector
  • Excellent English language written and verbal skills with capacity to write concise and strategic project documents
  • National of Zimbabwe

Technical/Functional Skills

  • Knowledge of current international development trends and thinking on programme effectiveness, learning and in Gender Equality programming
  • Knowledge and experience in undertaking participatory appraisal/socio-economic assessments, including working experience with government agencies, civil society, local administrations, and international organizations
  • Knowledge on and experience with the land policy / land governance issues is an asset;
  • Experience and skills in conducting learning needs assessments, develop training materials, deliver trainings as well as organizational and institutional strengthening is required
  • Previous experience in working with United Nations and other international organizations is preferred
