DUTIES AND RESPONSIBILITIES
1. Superintend over the implementation of appropriate urban infrastructure development policies and programmes in the Province.
2. Recommend appropriate urban infrastructure policies and programmes to the Provincial Development coordinator.
3. Review existing policies, procedures and guidelines concerning the appraisal and approval of applications for urban infrastructure development and assess the progress towards achieving sustainable economic development and poverty reduction in the Province.
4. Superintend over the development of urban sector policy and strategies for urban infrastructure development in consultation and coordination with other relevant Government Ministries, Departments and Agencies.
5. Preside over policy dialogue with other stakeholders and development partners on infrastructure development and planning thematic areas, promote efficient use of resources and encourage participatory approaches to development planning, financing and sustainability.
6. Manage the conduct of research programmes designed to increase efficiency and effectiveness of urban infrastructure, access to urban infrastructure and public transport services for urban areas in terms of demand, supply and efficiency and recommend appropriate remedial measures.
7. Coordinate urban community design policies, plans, design guidelines and written reports related to road improvements, landscape improvements, commercial development, residential development and integrated community design in the Province.
8. Incorporate sustainability principles in infrastructure development operations.
9. Oversee the establishment of sustainably-built environments while striking a balance between societal needs and the reduction of social,  economic and environmental risks and hazards in future.
10. Superintend over the implementation of policies and strategies related to pollution, waste management and environmental hazards as delegated by the Provincial Development coordinator
11. Superintend over the conduct of socio-economic research and analysis on management of pollution, waste, environmental hazards and environmental protection.
12. Monitor and regulate the Local Authorities’ compliance with guidelines set forth by the Environmental Management Agency (EMA).
13. Provide professional and technical advice to Local Authorities, line Ministries and other stakeholders on matters relating to urban infrastructure development.

QUALIFICATIONS.EXPERIENCEANDATTRIBUTES • A Degree in Rural and Urban Planning/Town Planning/Regional and Urban Planning/Architecture/Civil Engineering • A relevant Master's Degree is an added advantage • A member of a recognized professional body • At least 2 (two) years post qualification work experience as a Deputy Director in the relevant field or equivalent grade • Thorough knowledge of urban planning and development and local government policies and procedures • Thorough knowledge of specialization such as housing, zoning, historic preservation, and economic development • Thorough knowledge and understanding of the physical planning legislation and procedures • Ability to communicate at all levels • A good team leader and motivator • Ability to work under pressure • A strategic thinker Candidates, [especially women], with relevant long-term experience at senior levels in the private sector or in the non-state enterprises domain, within and outside Zimbabwe, are encouraged to apply.
