Background
In the frame of the SIDA and SDC funded and SNV implemented youth employment programme ‘Opportunities for Youth Employment (OYE)’, the latter is developing a database of prospective local service providers with interest and capacity to provide a number of services that are required along the project delivery pathway
Opportunities for Youth Employment (OYE)
The OYE project has been developed to address the issues of youth unemployment in Zimbabwe. Where, according to the Zimbabwe 2012 Population Census data, youth aged 15-34 years constitute 84% of the unemployed population. In Zimbabwe, unemployment rates for youth are 2-3 times higher than those of adults, with an even higher rate of unemployment among young women. The 2014 Labor Force Survey revealed that 52.5 percent of the employees employed in the informal sector activities were female. Furthermore, 89.3% of employed women found to be engaged in unskilled occupations, with vulnerability to exploitation including encouragement to migrate manipulation by traffickers.
The youth are a vulnerable section of our population and they need support to start their lives and contribute to the economy. It is against this background that SNV is seeking to connect with this section of the population and guide them through a trajectory that will lead to them finding (self) jobs and entrepreneurship opportunities in agriculture and green jobs sectors.
The project aims to reach out to 10000 youth from targeted urban and rural areas in Zimbabwe. The table below summarizes the geographic areas and target numbers
The specific objectives of the projects are to sustainably increase youth employment and income by skills and capacity development (push), linking these youth to market opportunities for employment and enterprise development (match) in growth sectors that have concrete potential for employment creation (pull).
About the call for Expression of Interest
SNV is developing a database for individual consultants, local capacity builders, local non-governmental organizations/ grassroots/development organization and training institutions. The local service providers are expected to provide services along the OYE Push-Match-Pull trajectory towards youth (self) employment. The Push-Match-Pull model that OYE is anchored on, takes youths through a trajectory from engagement to formation of youth savings and lending, soft and technical skills trainings, linkage to on the job and internship training opportunities and business development services that include access to finance, market linkages, long-term coaching and mentoring, gender mainstreaming among other things. Prospective local service providers should demonstrate adequate capacity to work in at least two of the targeted geographic areas listed above as well as offer the full range of services as specified in the scope of work below.

- Delivering life and leadership, ICT, financial literacy, entrepreneurship training and career planning
- Technical skills training
- Delivery of specialized technical training, thorough appropriate training strategies, in at least one of the following sectors namely: agriculture ( poultry, horticulture, small livestock), renewable energy (biogas, solar PV, improved cook stoves) and green jobs ( recycling, waste management)
- Monitoring
- Periodic mobile data collection on youth progress and maturation.
- Aptitude testing
- Conduct aptitude test for selection of youth who aspire to become entrepreneurs in agro-business and renewable energy (including business idea competition
- Business skills training
- Entrepreneurship and business skills training of young entrepreneurs
- Internship placements
- Awareness creation amongst youth of internship opportunities. Support to existing enterprises in creating meaningful youth internship placements
- Facilitate youth placement I private sector companies for internship
- Market linkages
- Establish market connections between youth and the markets/ private sector
- Facilitate input and output market linkages
- Facilitate youth exposure to companies through learning visits
- Provide on the job technical training and/or internship placements for youth in demo-plots, agro-business, renewable energy companies
- Career guidance and mentoring
- Provide youth with market information on agri-business and renewable energy companies of skilled youth for employment in agro-business and renewable energy
- Business plan development
- BDS provision, advise and coach youth in developing business plans and entering business competitions
- Business coaching and mentorship services
- Support the establishment of youth led agri-businesses and renewable energy enterprises
- Youth saving and lending groups
- Facilitate formation of youth savings and lending groups
Qualifications
Applicants that meet the following criteria will be registered in the database.
1. Formally registered entities and/or individuals eligible to work in Zimbabwe
2. Capacity to deliver the services in cost-effective and efficient manner
3. Proximity to the selected area of operation
4. Experience in youth employment and gender mainstreaming
5. Willingness to implement OYE model and align with SNV work ethics which include gender inclusivity, environmental awareness and market driven
