Crown Agents is recruiting for a Finance Officer for an anticipated countrywide Results-Based Financing (RBF) in Health multi‐donor funded project, managed by UNICEF, to support the Ministry of Health and Child Care (MoHCC) in Zimbabwe to “achieve the highest possible level of health and quality of life for all Zimbabweans”.

The Finance Officer RBF & HRH is responsible for planning, execution, monitoring and reporting on all Financial Management issues of the RBF project including the project office. S/he will report to the Team Leader and work closely with the Project Support Officer. The Finance Officer RBF & HRH is expected to travel out of Harare on a regular basis to monitor and support the health facilities in their management of the HDF-RBF, HRH and HSF funds.

The Finance Officer will lead on all financial reporting including disbursement/payment reports and updates, Periodic RHC/HC Acquittal status reports, Periodic Fund Utilization reports, and Monthly/Quarterly payments reports.

Responsibilities

The Project Finance Officer is responsible for:

  • Overseeing financial management of the fund including expenditure plans, payments, acquittals and verifications.
  • Submitting a consolidated request to UNICEF to cover the RBF and HRH quarterly payments with the approval of the Team Leader and authority of the Project Director
  • Processing the release of funds to recipients only upon transfer of funds from UNICEF.
  • Liaising with the Crown Agents Bank in the UK, on RBF and HRH Bank Accounts issues to facilitate smooth financial transactions
  • Support the administration of RBF and HRH funds according to international (IFRIS) accounting principles;
  • Updating the Team Leader on the performance of the facilities and related payments, including any discrepancies between declared, verified data and counter-verified data that may affect invoice accuracy.
  • Providing technical support in financial management to the Administrative Project Support Officer to ensure efficient and effective NPA/LPU office administration.
  • Liaising with the CA Finance Manager to proactively identify risks to the successful delivery of projects including liquidity, fiduciary and reputational risks and addressing challenges in a systematic manner with the team leader or Project Executives as appropriate.
  • Taking responsibility for the project administrative duties including, monitoring the performance of all project vehicles using the tracking system and highlighting issues to the DTL and TL as appropriate, managing the issuing of per diem and their reconciliation and fleet management.
  • Any other activities relating to the role as identified during project implementation and agreed with the Team Leader.

Approach

The Finance Officer RBF & HRH will need to:

  • Work in close consultation and cooperation with the Team Leader, Project Executive HRH, Project Executive RBF, CA Finance Manager, Project Support Officer(s), Payments Officer and The Administrative Project Support Officer.
  • Work directly with identified counterparts creating all possible opportunities to coach and train officials in RBF & HRH processes, procedures
  • Undertake Project-related activities which improve health outcomes.
  • Work sensitively, flexibly and reactively in a changing political and policy environment.
  • Facilitate cross-Government work with key stakeholders, as required.
  • Provide a solution-oriented approach.
  • Be receptive to the Government of Zimbabwe’s, and especially the Ministry of Health and Child Care’s, policy objectives and needs.
About you

Qualifications

  • Master’s degree in accounting, finance or related field and professional internationally recognized accounting qualification
  • Experience with financial management systems, with the ability to review and assess internal controls and financial processes and procedures and provide recommendations for improvement
  • Experience in financial accounting, with the ability to review and analyse accounting transactions
  • Experience with reviewing financial statements (including income and expenditure statements, balance sheets and cash reconciliation statements);
  • Experience with grants management, fund management, cash management, financial management / analysis / reporting, asset management, planning and reviewing and project financial control
  • Experience in working effectively where strong organisational skills are required
  • Strong understanding of technical accounting, project accounting essential
  • Work effectively with people across all levels
  • Desire to progress and be a quick learner, self-starter
