Description

Zimbabwe has witnessed its worst hunger crisis in the past decade that has resulted in high levels of food insecurity and malnutrition. The following have been identified as the key determinants of the situation: (1) poverty and limited financial resources; (2) gender inequality and persistent negative social norms, cultural beliefs, and behaviors; (3) limited youth empowerment; and (4) weak institutional/organizational governance and accountability.
To address this, a five-year Takunda (meaning “We have overcome”) project has been designed, whose goal is on Sustainable, Equitable, and Resilient Food, Nutrition and Income Security in Masvingo and Manicaland provinces of Zimbabwe. The project has interventions designed to transform the lives and livelihoods while empowering and giving voice to 301,636 participants in four vulnerable districts in Masvingo (Chivi and Zaka) and Manicaland (Buhera and Mutare).
Nutrition Action Zimbabwe (NAZ) is a key partner for this Takunda Resilience Food Security Activities (RFSA) project and as part of the CARE consortium, NAZ roles will focus on Technical (“Purpose”) Area 2, Maternal and Child Health and Nutrition (MCHN) and on transformative gender activities.

Job summary :
The finance officer will implement financial operations and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursements, ledgers etc. in support of the Feed the Future Zimbabwe Takunda project. The finance officer will be responsible for all finance issues within the Takunda Project

Duties And Responsibilities

• Work closely with the district teams in the 4 districts, provincial offices and the Finance Manager to ensure smooth operation of all financial matters.
• Processing payments to suppliers, staff and consultants.
• Ensure that all financial data for the project is recorded in the financial system accurately, timely and completely.
• Ensure the integrity and quality of the data in the financial database. This includes and not limited to reviewing, analysis of the various general ledger accounts and alert relevant staff of any irregularities.
• Reviewing project petty cash needs for the capital office and ensuring timely replenishment.
• Ensuring that all transactions are adequately authorized and properly supported.
• Assist with ensuring that all month-end entries are captured in the accounting system.
• Initiating payments for processing in the accounting and banking systems.
• Compiling of monthly Tax payments for remittance.
• Sending of payment confirmation to the Logistics and HR team and following up on receipts for processed
payments.
• Perform monthly review of receivable accounts and follow up on outstanding advances to ensure timely
reconciliations and recommend appropriate action in a timely manner.
• Provide technical assistance and capacity building to technical staff, including interpretation of finance policies, setting up of systems and resolution of outstanding issues.
• Assist with the preparation of month-end close reports.
• Conduct other general finance office functions as may be requested.

Qualifications And Experience
Knowledge, skills and abilities:
• Strong numeracy skills and experience using a computerized financial management information system (such as Saga, Quickbooks, Pastel), and good computer skills (Excel, Word, Outlook).
• A critical focus on providing optimum level of support to managers and staff and delivering agreed results within time and to expected standards.
• Good organizational and personal management skills, with ability to prioritize work issues and respond quickly and accurately to queries and issues.
• A high level of self-awareness, personal energy, stamina and flexibility. Ability to work creatively, effectively and under own initiative, adjusting to constantly changing situations while maintaining focus on delivery and follow-through.
• Commitment to Nutrition Action Zimbabwe’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalised people in all aspects of Nutrition Action Zimbabwe’s work
• Proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide a better service to Nutrition Action Zimbabwe
• Ability to develop effective work plan and priorities in order to meet business objectives. Demonstrated expertise in building effective relationship with key internal customers and other stakeholders.
• Good team player, positive attitude, flexible mind, comfortable in working in a multi-cultural setting.
• Strong sense of ethics, integrity, credibility, and respect for diversity.
• Ability to communicate effectively with staff and management with diplomacy and firmness.

Qualifications and requirements:
• BAcc/BCom/BTech degree in Accounting, Finance and Business Administration or its recognized equivalent, coupled with 1 – 3 years post qualification relevant experience.
• Recent Graduate of ACCA, CIMA, ICSA, SAA, IAC or any other relevant professional qualification with 1-3 years post qualification will be relevant.
• Familiarity with U.S. Government grants and other donor funded programs
