Following devastation caused to life,
livelihoods and property by Cyclone Idai in March 2019, the World Bank has
allocated up to US$ 75 million to finance a recovery programme for the affected locations in Zimbabwe. The
programme addresses both early and mid-term recovery needs in multiple sectors
(livelihoods, health, education, agriculture). UNOPS has been requested to
establish multiple projects in Zimbabwe to assist with the recovery of the
selected areas in Zimbabwe that were most affected by the cyclone.

Position Background
Under the overall supervision of the Senior
Programme Manage, the position will be based
in Harare, Zimbabwe and will support the Lead Engineers in all activities in
both Chipinge and Chimanimani.

- Assist the Lead
Engineers in the roll out of the Environmental and Social Management Framework
in consultation with the Project Management Unit (PIU). - Be the focal point
for all Health and Safety matters and assist the Lead Engineers in developing
the HS plan. - Help the Lead
Engineers coordinate the environmental and social screening processes of
site-specific activities conducted by the UNOPS C.I. Chipinge and Chimanimani
Office. - Monitoring and
reporting of site-specific ESMPs for activities conducted by the UNOPS field
Offices. - Assist in coordination
of the implementation, monitoring and reporting of Environmental and Social
Management Tools including Labor Management Procedures (LMP), Gender Based
Violence Action Plan, Sexual Exploitation and Abuse Prevention Action Plan and
Child Protection Action Plan. - Carry out a series
of spot checks to ensure mitigation measures are properly implemented in line
with the guideline. - In collaboration
with the Reporting and M&E Associate, compile weekly, monthly, quarterly
and/or annual reports on Environmental and Social as per outline in the ESMP or
may be required by the Project Manager. - Handle additional
assignments as directed by the Project Manager.

- Identify
challenges, opportunities, priorities and needs for the implementation of the
site specific ESMPs. - Assist the PM and
Lead Engineers in reviewing and assessing products/services provided by
consultants and experts counterparts. - Advice on
administrative measures and actions required for ensuring the compliance with
requirements set in the site specific ESMPs. - Prepare reports to
be submitted to the PIU and other stakeholders.

- Provide technical
support to the UNOPS C.I. field Offices and field engineers. - Carry out training
and capacity building on Health and Safety matters, environmental and social
management tools and plans, for staff, contractors and community Workers.

Experience
- A Minimum of 6 years experience is defined as
experience in Environmental Management Systems (EMS), Health & Safety Management is required - Experience in Environmental law is required

- Knowledge of Zimbabwe government Environmental
assessment process and procedure is essential - Experience in infrastructure and interacting with civil society organisations is an asset
