Consultancy Terms of Reference

Objectives

Under the supervision of the Chief of WASH, the consultant will be responsible for developing a concept note to be submitted to Green Climate Fund (GCF) in collaboration with Government of Zimbabwe, UNICEF, FAO, and UNESCO. The purpose of this consultancy is to ensure that FAO as accredited entity can submit a well-developed concept note on behalf of GoZ and all collaborating agencies to GCF by mid 2020.

Methodology

The Methodology will include but is not limited to:

  • Desk reviews
  • Stakeholder engagement
  • Feasibility assessment
  • Proposal writing

It is expected that the tasks under this consultancy will require 88 days intermittent inputs over an eight months period.

1. Coordination and Planning

  • Closely communicate with UNICEF staff, government (NDA), FAO, and UNESCO throughout the contract period for developing a GCF concept note in Zimbabwe.
  • Organize, attend and participate in GCF-related meetings group meetings to share progress updates and support government counterparts
  • Review all available documentation from the government and key partners on water, food and energy security in rural Zimbabwe in the context of climate change and variability
  • Present an outline of all the necessary steps and operational resources required to successfully submit a concept note and a full proposal to GCF

2. Technical Support on Concept Note Development

  • Conduct technical analysis to elaborate the project components and all technical sections, particularly the 6 investment criteria elements of impact potential; paradigm shift potential; sustainable development; country needs; country ownership and cost-effectiveness in relation to the GCF Annexes
  • Produce a draft feasibility report for the project concept based on the consultations, research and analysis conducted.
  • Prepare the project logframe and theory of change with well-defined indicators, targets, inputs and outputs in line with the GCF requirements
  • Undertake a series of consultative discussions with key stakeholders and obtain technical inputs as deemed relevant
  • Undertake local level consultations to validate the programme design and input in to the full proposal
  • Ensure all information required including supported annexures are prepared in consultation with the relevant stakeholders

3. Reporting and Writing a Concept Note

  • Provide progress reports and field reports with inputs from UNICEF team and other partners
  • Document and report the process of developing a GCF concept note
  • Prepare at least one knowledge product (e.g., technical brief, manuscript)
  • Draft a concept note by using the required official templates
  • Ensure that all proposed project activities meet the GCF investment criteria and are supported by evidence through vulnerability assessments, evaluations, relevant research studies and other relevant documentation.

Consolidate all comments from UNICEF, FAO, and UNESCO for its finalization
