Background & Justification
The Zimbabwe Evaluation Association (ZEA) is a membership-based organization that serves the evaluation community and promotes quality evaluation practice in Zimbabwe. ZEA contributes to the capacity development of members and stakeholders in research and evaluation to ensure the attainment of quality and credible evaluations. Additionally, ZEA seeks to build partnerships with policy makers, network with organizations and individuals to promote a culture of evaluation in Zimbabwe.
Duties And Responsibilities
Purpose / Objectives of the Assignment
The overall purpose of the consultancy is to review the current resource mobilization and partnerships strategy by updating the existing information, a clear overview of current and potential funding opportunities; donor interests, priorities, funding windows and clear actions that should be taken to mobilise funds and develop/maintain relationships with these donors. ZEA seeks a consultant to review the resource mobilization & partnership strategy which takes into account the changing donor landscape as well as assesses lessons learned from current resource mobilization efforts. This strategy must also explore new aid modalities and actors and outline a systematic and strategic approach to leveraging existing and new partnerships as well as recommend how to diversify the resources base for the organisation.
Key Tasks and Expected Results
The Specific tasks of the consultancy will include:
1.Review the Associations Resource Mobilisation and partnerships strategy, work-plan, and pipeline of interventions to better understand the needs and desired outcomes;
2.Conduct a comprehensive analysis of potential donors to assess the feasibility of securing multi-year thematic funding.
3.To explore new opportunities for partnerships (and mobilizing and leveraging resources) from various funding agencies, including foundations.
4.Revise the action plan for pursuing new donors (traditional and non-traditional) and obtaining funding to support the ZEA ‘National Evaluation Capacity Strengthening Program’
5.Recommend ways to develop and maintain strategic partnerships and engagements with key donors (past, present and future)
The Expected Deliverables are as follows:
a)An updated mapping of donor interests, priorities, funding windows, potential partnerships and actions that should be taken to mobilize funds and develop/maintain relationships with these donors
b)A reviewed comprehensive resource mobilisation strategy thatincludes an overview of the situation, an analysis of new funding opportunities and partnerships,future opportunities and strategies to systematically research and raise funds for the Association.
c)Annexed –A concept note taking into account the strategic priorities of the organisation to outline interventions for future projects d)Annexed –A mapping of different types of resources that the Association can pursue
Qualifications And Experience
Key competencies, technical background and experience required
A Degree in Social Sciences, Economics, Development studies or any other related field.
At least10years’experience in the development sector, preferably in fundraising, resource mobilisation or partnership building, institutional development and experience of resource mobilisation in the NGO sector.

4.Two samples of previous similar work and three contactable references [Professional fees, travel costs, communications, consumables, etc.) that could possibly be incurred by the consultant, must be factored into the final amount submitted in the proposal]
