Description

FHI 360 is seeking applications for a Monitoring, Evaluation and Learning (MEL) Lead for an anticipated five-year Maternal, Newborn and Child Health (MNCH) project in Zimbabwe, focused on improving maternal, youth and child health and survival in targeted communities and populations. The MEL Lead will lead the design and implementation of the project’s monitoring and evaluation activities, including the development of monitoring and evaluation strategic documents including the activity monitoring, evaluation and learning plan, costed M&E work plans, evaluation and performance measurement plans, data quality assurance strategies, data use plans, results and logic frameworks, measuring progress towards program targets, development and monitoring of the project’s key performance indicators (KPIs). Under the direction of the Chief of Party and in close collaboration with the Technical Lead, s/he will provide strategic direction for a robust learning agenda for continuous learning, collaboration and adaptation during the life of the project. S/he will serve as the primary point of contact for establishing and managing an evaluation and monitoring system responsive to USAID’s reporting and learning requirements and ensure timely project reporting.

Subject to ongoing management and staffing decisions, the position will be based in Mutare and will report to the project’s Chief of Party (COP).

Job Summary

FHI 360 is seeking applications for a Technical Lead for an anticipated five-year Maternal, Newborn and Child Health (MNCH) project in Zimbabwe, focused on improving maternal, youth and child health and survival in targeted communities and populations. The Technical Lead is responsible for the technical leadership and technical oversight of the project, with a focus on implementation of evidence-based, high quality, multi-sectoral interventions to strengthen the access to, utilization and delivery of integrated, quality MNCH and FP services by improving quality and youth friendliness of MNCH and FP services throughout the continuum of care and strengthening community systems and linkages. The Technical Lead will manage the design and implementation of key components of the program description and ensure adherence to global standard of excellence in health service delivery programming. They may also serve as Acting Deputy Chief of Party (DCOP) in the absence of the project DCOP. The position will likely be based in Mutare (but possibly Harare) and will report to the projects Chief of Party (COP). Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Main Duties/Responsibilities

  • Provide technical leadership in the development and implementation of strategies, interventions and activities that are aimed at strengthening the delivery of quality integrated MNCH/FP services, improving the quality and youth friendliness of MNCH/FP services, strengthening community systems and linkages throughout the continuum of care and reducing socio-cultural barriers to uptake of health seeking behaviors.
  • Ensure that project strategies and activities are evidence-based and in line with state-of-the art, globally recognized best practices as well as aligned with Zimbabwe’s national guidelines and policies.
  • Advise and support the COP in providing direction to project implementation; this includes ensuring that the project meets stated goals and expected results/targets and that it remains compliant with donor reporting requirements, contractual terms and conditions, and organizational policies and procedures.
  • Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools, to the Zimbabwean context, as needed.
  • Oversee technical outputs of all partner organizations through regular field visits and facilitate work planning and regular technical meetings for all consortium partners.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Take a leadership role in the development and timely submission of work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence.
  • Work closely with the project’s Monitoring and Evaluation (M&E) Lead and team to deliver project quality benchmarks, baseline, monitoring, evaluation and key lessons learned.
  • Collaborate with the COP to provide leadership to the program, ensure technical and strategic program direction, and provide high quality technical assistance.
  • Liaise with key partners and stakeholders to meet program objectives and deliver results, including monitoring sub-recipients’ performance and sub-award status.
  • Collaborate with the COP to ensure the development of timely, high quality and regulation compliant reporting per FHI 360 and donor guidelines.
  • Represent the project at stakeholder meetings at national, provincial and district levels.
  • Supervise a team of project staff (technical staff and provincial teams); this includes ensuring that clear roles and responsibilities and lines of communication are maintained amongst the team members, that there is a high level of technical and operational efficiency in delivering project activities country-wide, and that staff are appropriately motivated and held accountable for expected performance.
  • May serve as Acting DCOP.

    Qualifications

    • Master's Degree or higher in medicine, public health, health management, social science, or a related field required.
    • 10+ years’ experience designing, implementing, and managing large, complex health service delivery projects involving multiple partners in or for developing countries.
    • At least three years of progressively responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables, and contract/grant management.
    • Demonstrated leadership qualities, with accompanying depth and breadth of technical and management expertise.
    • Demonstrated knowledge of USAID programs, regulations, compliance and reporting requirements. Management experience with a USG cooperative agreement preferred.
    • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
    • Must be a citizen or current legal resident of Zimbabwe.
    • Must be fluent in English and local languages, with strong interpersonal, writing and oral presentation skills in English.
    • Relevant computer software skills, including at a minimum, MS Office.
