Description
Welthungerhilfe is one of the largest, privately held, non-denominational and political independent German non-governmental organisations in the area of development co-operation and emergency relief. Primarily in co-operation with local partner organisations, it is its task to contribute to improvement in the nutritional and income basis for the poorest rural populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe almost continuously since 1980. Currently the organisation together with its partners is having projects in 6 Provinces in Zimbabwe. Sector focus is on, WASH, Food and Nutrition security, Livelihood and when necessary Emergency response.
Community Technology Development Organization (CTDO) is a non-profit making, Non-Governmental Organization (NGO) established in 1993. CTDO promotes sustainable agriculture, environmental management, food and nutrition security, water and sanitation and runs policy and advocacy programmes to promote sustainable livelihoods through a gender-sensitive and inclusive approaches.
Project Summary
Zimbabweans face wide-ranging problems including malnutrition particularly impacting women and children. National surveys show that stunting and micro-nutrient deficiency prevalence are high and maternal and child care and nutrition practices are inadequate. Food and nutrition security are threatened by climate change, shortages and price hikes of basic food items and agricultural inputs. Water, sanitation and hygiene (WASH) infrastructure are broken down or not existing, hygiene practices are inadequate and water-borne diseases, prevalent. The government of Zimbabwe has put policies and tools in place to address these but their implementation needs support. In response WHH and CTDO developed the MANA project whose design is based on experiences by the partners in other projects as well as needs identified by communities and programme staff through a feasibility study. The objective of the project is to improve food security of 7200 vulnerable households in the districts of Nyanga and Tsholotsho through multisectoral measures at all levels (macro, meso and micro). This will be achieved through the application of the multi-sectoral approach Linking Agriculture and Natural Resource Management towards Nutrition Security (LANN+) approach. The project area will be in 6 wards in Nyanga District in Manicaland and 6 wards in Tsholotsho District in Matabeleland Province. The selection of wards will be done in January 2016 and will inform the study sites for this baseline study.
Purpose of the assignment
The purpose of the assignment is to carry out the baseline study of the project with the aim to establish the baseline values for the project performance indicators. The baseline study is also expected to provide qualitative and quantitative information on the current situation in relation to the broader elements that contribute to the achievement of the performance targets. Assessment of additional aspects of the project relating to current/existing knowledge, strategies, practices and perceptions in terms of nutrition and related components like safe handling of water, proportion of income spend on food and natural resource management, and gender dimensions in nutrition. These additional aspects will be tracked and systemic changes will be recorded during project implementation.
Methodology
The consultant will develop the detailed methodology and sampling frame to be approved by WHH for data collection. The consultant is expected to collect primary and secondary data.
Primary data collection: The consultant will collect primary data from sample households in the two target districts. Methods will include quantitative and qualitative data collection tools, notably a household survey, Focus Group Discussions (FGD) as well as Key Informant Interviews (KII) with stakeholders.
Secondary data collection: In the beginning of the study, the consultant will carry out a short desk review on relevant documents for the project including project proposal, logframe and feasibility study report and will review the national nutrition policy and strategy and nutrition documents such as the ZimVAC, the household nutrition survey.
Specifically, the baseline values for the following indicators need to be assessed;
A mixed method approach (quantitative and qualitative data collection) needs to be used for data collection. The consultant will develop appropriate data collection instruments around the project specific indicators and additional broad elements to be assessed.
Time frame for assignment
The assignment is to be undertaken in February and to be completed by 11th March 2020.
Scope of the Study
Specific activities
The consultant will be responsible for the following activities:
1. Desk review of relevant documents
2. Development of study methodology, including
a. Development of sampling methodology to be approved by WHH
b. Development of the survey questionnaires and interview guides, pre-testing, and adjustment of questionnaires.
3. Recruitment, contracting, and payment of experienced enumerators and supervisors, the number of which should be approved by Welthungerhilfe.
4. Preparation of training materials and training of enumerators.
5. Organization for logistical support (transport, per-diem, etc.) for the survey team in collaboration with Welthungerhilfe.
6. Implementation and monitoring of approved sampling and survey methodology and implementation of Focus Group Discussions and Key Informant Interviews.
7. Data analysis and reporting.
8. Presentation of findings and recommendations to Welthungerhilfe and CTDO teams.
Deliverables
Upon being awarded the consultancy, the consultant is expected to provide Welthungerhilfe with the following;
Inception report clearly stipulating the consultants’ understanding of the TORs.
Survey methodology, including sampling framework, household survey questionnaire, FGD and KII interview guides and schedule for field work for approval by Welthungerhilfe.
Major findings report (To be presented to WHH/CTDO team)
Draft report for review by WHH/CTDO team.
Final report, incorporating all comments and corrections from WHH/CTDO team. (The report shall be submitted in both hard copies and electronic copies along with all survey data (in Excel or SPSS compatible formats), questionnaires and KII guides, transcripts of any FGDs, KIIs, photographs and ethical approvals if on hard copies).
Qualification and experience of the consultants
Proven expertise in carrying out nutrition related baseline surveys and proven experience with standard IYCF indicators.
Competency in managing and organizing and interpreting quantitative and qualitative data and information
Team leader
Excellent communication and writing skills
Proven knowledge of the use of quantitative data analysis tools such as SPSS, ACCESS, etc.
The consultant(s) should have the following academic qualification and experiences:
o Minimum Master’s Degree in nutrition, food security, social studies or a similar subject.
o Proven minimum 10 years experiences in undertaking similar type of surveys.
Knowledge and commitment to abide by the ethics and codes of conduct while working with communities. WHH will make available its child protection policy for reference by the consultant.
Proficiency in English, Shona and/or Ndebele
Submission of Proposals
A technical proposal including a financial proposal need to be submitted for review to WHH, outlining the intended methodology and timeframe of the baseline study. The technical and the financial proposal are to be submitted as separate documents.
Products’ rights and ownership
The ownership of the draft and final documentation belongs to WHH exclusively. Any documents, or publications related to the baseline will not be shared publicly by the consultant.
