Description

ORGANIZATIONAL CONTEXT

To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

JOB PURPOSE

The incumbent will report to the international Head of VAM Unit and will be responsible for generating and/or contributing to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analysis, programme design, targeting, cost effectiveness, and operational efficiency).

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Coordinate and provide technical capacity for exploring ways of data revolution, diplomacy and promote adoption of global technology innovations to achieve zero hunger for WFP and partners.
  2. Provide technical guidance and support to WFP, the government and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with the WFP standards and processes.
  3. Transfer skills and develop sustainable capacity in food security analysis and information management systems in relevant government institutions and local partners.
  4. Contribute to the development of systems and tools for periodic food security and markets monitoring in line with innovative methodologies and best practice to enable timely and appropriate programme evolution and intervention.
  5. Coordinate, lead and/or conduct food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with the Country Strategic Plan and wider VAM policies, processes and guidance to enable effective decision-making on the implementation of the CSP, policies and programmes.
  6. Lead the Integrated Context Analysis (ICA) exercise and provide a context analysis that combines historical trends of food security data with the risk of natural shocks and other information such as land degradation, agro-ecological zoning, and nutrition, etc. When overlaid, these layers identify geographical areas of recurring food insecurity and exposure to shocks, population planning figures for short and long-term response, and together with government and partners the most appropriate combinations of where to position safety nets, DRR, early warning, and preparedness efforts – leading to the development of tailored-to-context sub-national programme strategies.
  7. Support and contribute to the success of application of 3PA in benefit of resilience building programs.
  8. Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.
  9. Supervise VAM team, providing coaching and guidance as required to ensure appropriate development and enable high performance.
  10. Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.

Cont:-

  1. Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
  2. Foster partnerships with government and civil society that build upon and strengthen existing capacities for vulnerability analysis. Build effective collaboration between WFP units as well as other relevant agencies.
  3. Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes.

14.Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.

STANDARD MINIMUM QUALIFICATIONS

Education:     Advanced University degree in Economics, Food Security, Statistics, Data Science, Computer Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Languages:  Proficiency in written and oral English is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience: At least five years of postgraduate progressively responsible professional experience in food security, vulnerability analysis or a closely related area, such as food security or early warning.

Gained valuable experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders;

Has led surveys, multiple assessments in countries, including the design, data collection and analysis;

Has participated in design and implementation of WFP programmes focusing in food security.

Critical Success Factors:

  • Ability to conduct data modelling and data mining to produce accurate analysis, ability to conduct integrated advanced statistical and GIS Spatial analysis, ability to design and maintain databases, prepare reports and draw initial conclusions and recommendations; ability to work in a team, and maintain effective work relationships with counterparts; effective and timely interaction with colleagues and concerned parties internally and externally; flexibility in accepting work assignments outside normal desk description; ability to deal patiently and tactfully with people of different national and cultural backgrounds.
  • Advanced knowledge of geographic information systems (GIS), statistical analysis software packages. Experience in early warning and remote sensing and familiarity with ArcGIS, Spatial Analyst, Network Analyst and Geospatial Analyst. Familiarity with quantitative and qualitative survey techniques. Experience in the design and implementation of food aid programmes. Experience in remote sensing interpretation and analysis, NDVI, CCD.
